Japan's assistance for working children The Japanese government has decided to provide US $51,277 to Shapla Neer-Citizens' Committee in Japan under the Grant Assistance for Japanese NGO Projects Scheme of the Government of Japan. "Shapla Neer is to implement the Project for the "Alleviation of Difficulties of Working Children" in Patan City, Lalitpur District in coordination with a local NGO – The Center to Assist & Protect Child Rights of Nepal (CAPCRON)," says a press release issued by Japanese Embassy. An understanding to this effect was signed, Wednesday, between Tatsuo MiZuno, Ambassador of Japan to Nepal, and Yukiko Fujisaki, Resident Representative of Shapla Neer – Nepal Office. "The Grant Assistance for Japanese NGO Projects is a scheme to provide financial assistance for the implementation of social and economic development and emergency humanitarian assistance projects to be undertaken by Japanese NGOs in developing countries and regions." Under this project, Shapla Neer is to utilize the grant exclusively to improve the environment of children to alleviate difficulties felt under the rapid urbanization in the Kathmandu Valley, and to support children to protect their rights and livelihoods. "The Project targets working children who suffer exploitation and abuse by employers, and are left out with regards to opportunities for health, education and economy. The Project will reduce poverty, through (1) increased opportunities for primary health care and education services which will be offered by establishing health posts and open-air classes, and (2) provision of legal supports to ensure children's rights, and (3) vocational training for providing the children with the necessary skills to become drivers and plumbers, and (4) rehabilitation services to help them reintegrate into their families. Shapla Neer has had substantial operational experience in supporting children through quality health care and educational services.
