CA not working according to its mandate: Aryal

Retired Supreme Court judge Laxman Prasad Aryal has said the Constituent Assembly (CA) is not functioning in the way it has been mandated.

Speaking at a function in the capital Friday, Aryal said the members of the CA have not been able to distinguish between drafting of a new constitution and enacting laws.

Stating that the Assembly has been working in the style of earlier parliaments, Aryal, who chaired the committee to draft the Interim Constitution, called on the people to put pressure on the CA to set on path for drafting of the new constitution.

Suggesting that CA should not work only on the businesses made available by the government, Aryal said the government does not need to send agendas to the sovereign body as it can work on its own.
